How to make PC runs cooler? (basically more efficient)

Hey, I really want to make my computer to be as cool as possible, but I'm not talking about using an efficient heatsink or upgrading the cooler system.

I'm just asking about how to make my CPU and GPU run cooler. So it will reduce the noise and reduce the power consumption. I have done several things. Like for example, I have downvolt my CPU and I have also tried to not run multiple apps at once.

But what else can I do? So, my computer doesn't turn into a space heater in my room.

Yes, I did that as well. I was considering doing the same for RAM but wouldn't be that much.
 
Here are a few ideas.

1. Enable Power Saving mode.
2. Lower the graphics setting?
3. Remove some background apps.

I literally couldn't think of anything else.
 
Upgrade PC. usually newest chips are more power efficient.
 
consider using a power-saving mode or adjusting your power settings in the BIOS to reduce overall power consumption. That should help keep things cool and quiet
